Puerto del Rosario gives initial approval to market ordinance and advances plans to tender stalls

Puerto del Rosario Town Council gave initial approval to the new Municipal Market Ordinance at an ordinary council meeting on Monday, a key step in the administrative process that will eventually allow the market stalls to be put out to tender.

The initial approval of the ordinance was the third item on the agenda of the meeting, held at the Casillas del Ángel Cultural Centre.

The new regulatory framework updates rules that have been in force since 2005 and adapts the market’s operation to the new model planned for the facility. It is intended not only as a place to shop, but also as a focal point for local trade, local produce, gastronomy and economic and social activity in the city centre.

The ordinance covers the market’s organisation and operation, the use of its stalls, opening hours, authorised activities, the rights and obligations of stallholders, inspections and penalties. It also allows for complementary activities such as food service, tastings, cultural events and initiatives to boost commercial activity.

A key element is the regulation of stall use. The stalls are public assets and must be awarded through the relevant concessions, in accordance with the principles of publicity, competition, transparency and equality.

Puerto del Rosario Mayor David de Vera said: “Approving this ordinance is a very important step towards finally bringing the Municipal Market into operation. We have been working to put the administrative situation in order, and we now have the framework we need to move on to the next objective: putting the stalls out to tender.”

De Vera added: “We want the market to be a lively place that generates economic activity in the centre of Puerto del Rosario and creates opportunities for local businesses, produce from our land and new business ventures.”

Commerce Councillor Tacoremi Gutiérrez said: “This ordinance gives us clear rules that are adapted to the Municipal Market as it is today. The aim now is to continue with the necessary procedures so that the stalls can be awarded and the space filled with activity.”

Gutiérrez added: “We wanted to create a modern market while preserving the essence of traditional markets, with fresh produce, local connections, gastronomy and direct contact between traders and customers at its heart.”

A historic council meeting in Casillas del Ángel

The meeting also carried special significance as it was held at the Casillas del Ángel Cultural Centre, coinciding with the centenary of the former municipality of Casillas del Ángel becoming part of Puerto de Cabras.

The meeting notice expressly stated that the ordinary council meeting of 28 September would be held at the Casillas del Ángel Cultural Centre.

David de Vera said: “Holding the meeting in Casillas del Ángel in such a special year is a way of recognising our own history. For decades it was a municipality in its own right, and a hundred years later we wanted the Town Council to meet here again as a gesture of recognition for its residents and for everything Casillas del Ángel represents for Puerto del Rosario.”

The meeting forms part of the centenary events, which are highlighting the history, roots and identity of Casillas del Ángel and its role in shaping the present-day municipality of Puerto del Rosario.
