Employment services to improve job searches for unemployed people through integrated support

The Canary Islands Government’s Department of Tourism and Employment has approved the launch of five Integrated Employment Services (SIE) through the Canary Islands Employment Service (SCE). The initiative, which will provide intensive employment guidance, will run over the three-year period from 2026 to 2028.

The partner organisations and social agents in the autonomous community delivering the service are the Confederation of Business Owners of Santa Cruz de Tenerife (CEOE-Tenerife), the Canary Islands Confederation of Business Owners (CCE), the General Union of Workers of the Canary Islands (UGT), and the foundations of the University of La Laguna (FGULL) and the University of Las Palmas de Gran Canaria (FULP).

Jéssica de León, the Canary Islands Government’s Minister for Tourism and Employment, highlighted the importance of these programmes in providing specific responses to people’s needs and circumstances. “It is essential to strengthen guidance tools that do not simply offer generic solutions, but understand the individual circumstances of each person looking for an opportunity in the job market or seeking to improve their employment situation,” de León said.

She added that “the importance of the Integrated Employment Services lies precisely in their ability to design pathways tailored to each jobseeker, providing personalised support to help them find a position suited to their circumstances, skills and needs”.

María Teresa Ortega, director of the Canary Islands Employment Service, explained the approach, saying: “Thanks to these five integrated services, we are strengthening direct support and referrals from our employment offices, prioritising people in the most vulnerable groups.”

She also emphasised “the added value of this model, which supports users throughout the process: from drawing up an individual profile to providing mentoring and ongoing follow-up, both in person and online, ensuring useful, high-quality advice”.

Services for people registered with the SCE

The SIE programmes are for people living in the Canary Islands who are registered with the Canary Islands Employment Service and have signed an Activity Agreement. Support is structured around three strands: drawing up an individual profile, including an assessment to identify skills and career opportunities and sessions on the labour market; designing a personalised pathway or plan, with a schedule for its implementation and review; and ongoing one-to-one mentoring, including support with active job-search and self-employment techniques, training resources and other measures.

Priority will be given to people in the most vulnerable groups, students and graduates of basic, intermediate or advanced vocational training, university degree programmes, and people currently undertaking or who have obtained a Level 1, 2 or 3 Professional Certificate. The target audience will depend on the group each grant recipient organisation specialises in supporting.

The five SIE services have been allocated more than €5.4 million. The Canary Islands Employment Service has already paid the 2026 instalment in advance. Their resources complement the Comprehensive Employment Guidance Plans (PIO), which are currently being delivered across the archipelago by eight organisations.

People interested in these free services can book an appointment by calling 012 or through the SCE’s Single District platform.
